    Overview

    We are seeking a proven Proposal Manager to lead Excella’s Federal, Commercial, and Non-Profit Proposal efforts. The candidate needs to be a solutions-oriented, results-driven, and high-energy individual to serve as a hands-on leader for multiple proposal efforts of varying size. Responsibilities will include participating in the development of strategic solutions, win themes, outlines, storyboards, and schedules. Critical attributes include exceptional communications skills, leadership, interviewing skills, teamwork, flexibility, organization, motivational skills, and a “do-whatever-it-takes” attitude. Must have proven ability to write a proposal narrative, rapidly and effectively conceptualize graphics, and provide guidance to proposal writers and contributors. Knowledge management and document production experience a plus.

    Responsibilities

    • Take end-to-end ownership and command of the proposal process for assigned proposals, including oral presentations and prototype-style procurements.
    • Create outline and schedule for proposals; remain current on all proposal amendments and modifications.
    • Provide detailed guidance to proposal writers and contributors both within the company and among subcontractors; develop targeted questions and interview technical and programmatic staff to extra critical proposal-related information.
    • Write significant portions of proposal/marketing narrative (for technical, past performance, and management sections of the proposal) in real time.
    • Edit, organize, and refine entire proposal for final delivery.
    • Provide requested information for proposal development to companies hiring the company as a subcontractor.
    • Contribute to knowledge base and stories of “boilerplate” material for effective reuse in proposals.
    • Lead storyboarding, kickoff, and review meetings; assist proactively in development of strategic win themes and discriminators.
    • Communicate proposal-related requirements and status to senior management as appropriate.

    Qualifications

     

    • Undergraduate Degree preferred; BA. in Professional Writing, Journalism, English, or Communications is preferred
    • 8+ years of progressive experience in fast-paced, high-volume proposal environment
    • Management experience is preferred
    • Expert-level proficiency in MS Office suite and other relevant electronic tools
    • Formal training in BD sales processes, i.e., Shipley
