Proposal Manager



Our growing firm is seeking a Proposal Manager with extensive experience in the full proposal lifecycle, including managing, writing, and coordinating quick turn task order responses and small to large-sized complex proposal efforts. This position supports federal and private market sector growth objectives. The Proposal Manager will manage day-to-day activities preparing proposals in response to Requests for Proposals (RFPs), Requests for Information, Sources Sought, and coordinating proposal efforts with Excella personnel and teaming partner companies. This position reports to the Vice President of Strategic Growth.


  • Take end-to-end ownership and command of the proposal process for assigned proposals, including oral presentations and prototype-style procurements.
  • Create outline and schedule for proposals; remain current on all proposal amendments and modifications.
  • Provide detailed guidance to proposal writers and contributors both within the company and among subcontractors; develop targeted questions and interview technical and programmatic staff to extra critical proposal-related information.
  • Write significant portions of proposal/marketing narrative (for technical, past performance, and management sections of the proposal) in real time.
  • Edit, organize, and refine entire proposal for final delivery.
  • Provide requested information for proposal development to companies hiring the company as a subcontractor.
  • Contribute to knowledge base and stories of “boilerplate” material for effective reuse in proposals.
  • Lead storyboarding, kickoff, and review meetings; assist proactively in development of strategic win themes and discriminators.
  • Communicate proposal-related requirements and status to senior management as appropriate
  • Possess a deep understanding of the Federal Business Development Lifecycle.
  • Interact effectively, verbally and in writing, with senior leadership and staff, including the capture manager, engagement manager, and others throughout the proposal's development.
  • Develop and conduct proposal kickoff meetings that establish proposal development plans and author/contributor responsibilities and expectations.
  • Develop proposal strategies that result in high-quality, compliant, and compelling proposals with an optimal win probability and high score value.
  • Produce proposal schedules and comprehensive outlines of proposal volumes.
  • Develop compliance matrices aligned to proposal response requirements.
  • Participate in or lead Capture Team win strategy sessions to develop win themes and incorporate them into the proposal document.
  • Develop annotated proposal outlines and templates with author instructions.
  • Lead storyboard and proposal mock-up iterations through a final version for submission across all proposal volumes.
  • Research or work with SMEs to gather knowledge and develop proposal text that addresses RFP requirements and incorporates win themes.
  • Collect information to prepare proposals in response to RFPs.
  • Lead past performance, resume, and other volumes as required.
  • Conduct proposal color reviews that achieve valuable, actionable comments and recommendations.
  • Review proposal sections for compliance and quality and provide authors with improvement instructions.
  • Work with authors/SMEs to incorporate color team review comments into proposal text.
  • Coach the selected team in RFP-required oral presentations through rehearsals, collaborate to establish clear, relevant messaging, and confirm the presentation meets structure and timeline requirements.
  • Manage compliance and the timely submission of proposals by directing response activities against proposal schedule and RFP requirements.
  • Manage the development, production, and callouts of proposal graphics.
  • Perform technical editing for all proposal volumes.
  • Manage and conduct desktop proposal publishing and production operations delivering professional-looking products to the customer/contracting officer.
  • Maintain up-to-date proposal reuse library and incorporate newly developed materials.
  • Work in a highly collaborative/team environment.


  • Education: Bachelor’s Degree and at least 10 years of experience with a Federal Contractor, or 15 years of experience in lieu of degree.
  • Proven proposal development, teaming, and capture experience.
  • Advanced knowledge of Microsoft Word, Excel, PowerPoint; Acrobat Pro; Graphics Programs, and SharePoint.
  • Excellent verbal and written communication skills.
  • Ability to work under stress with tight schedule deadlines.
